The allowed amount of unreliability implied by an SLO - e.g. 0.5% of requests may fail - spent deliberately on experiments or by incidents.
When the budget is exhausted, feature deploys pause in favor of reliability work. It converts reliability arguments into shared arithmetic between you and the customer.
