Retry Budget

The maximum share of requests (or attempts per job) allowed to be retries, preventing retry storms from amplifying an outage.
E.g. "retries ≤ 10% of calls per minute, and ≤5 attempts per job with total wall-clock cap." Without a budget, retries turn a 30-second upstream hiccup into a self-inflicted outage - the retries pattern guide shows the code shape.
