A runtime switch that decouples deployment from release: code ships dormant, the flag enables it for chosen users without a redeploy.

Flags enable trunk-based development and instant kill-switches, but each flag is tech debt with an expiry date. Retire them on schedule or the flag matrix becomes its own incident source. Often combined with canary rollouts.
