Fix a Manifest Broken by a Wrong Values Merge

Objectives
- Render with the documented layer chain and find the wrong value
- Name which layer introduced it and why the merge produced it
- Fix the layer and show clean rendered output for both environments
Step 1
Render the breakage
Apply the provided faulty chain (a stray override file that leaks a production host into staging). Render staging and quote the wrong lines in the output with the values that produced them.
Step 2
Name the layer
Walk the merge order layer by layer and identify which file introduced the leak and which merge rule carried it through (map override, type change or order fault). Write the diagnosis in one paragraph.
Step 3
Fix the chain
Remove or correct the offending layer (never the template), re-render both environments, and diff them to show only the intended differences remain.
How to confirm it worked
- Wrong rendered lines quoted with their producing values
- Offending layer named with the merge rule explained
- Both environments render clean with only intended diffs
- Template untouched; the fix lives in the value chain
