Query the estate for missing owner, expired purpose and departed owners. Quote the untagged inventory with counts.
Step 2
Verdict each
Assign four with stated purposes, quarantine three (restricted, no secrets), delete two with logged restore windows. Record each verdict with its evidence; no surprise deletions.
Step 3
Stop the next crop
Land admission defaults (owner required, expiry required) and schedule the next audit. Show the mechanism that keeps the untagged rate trending down.
